The civilians are those everyday people you would see, say, on your ride to work. They are the ones who have loving families, a day to day job and even a little cash on the side for a vacation someday. The normal people. After the Apocalypse, they are just that, the normal people, the people just glad to have survived and now trying to strike up a living for themselves. They care nothing for the Government, care nothing about the growing rebel numbers and just hope their children end up in the Project. Of course, things can change in a matter of seconds, as is the way with all of human nature. It's not often you see a civilian flip a switch and join the rebels or lose all hope in themselves and decide to try and become a Savior. The Government, as much as they want to, can't get everyone into the Project. Why? Because who would farm? Who would rebuild the city? Who would keep their precious perfect race from dying off? Civilians are considered the lower class and, although they should receive a lot of respect, are looked down at by the Government but they are what the Rebels fight for.
